S-TEL : A Telecommunication System for Sign Language

Abstract

The Audibly disabled cannot always get the benefits of current telecommunication systems based on phonetic media. Therefore, we are trying to create a new telecommunication system for sign language integrating various kinds od human motion sensing and vitual reality techniques.

The basic design concept of our system : S-TEL[estel](Sign-Language Telephone) is.

  1. To obtain signs with Glove type sensor and magnetic source positioning sensor
  2. To deal with facial expressions
  3. To transmit signs as geomtric data without any translation to phonetic language
  4. To visualize signs in 3-D CG which is utilized in VR applications
So, S-TEL has following advantages.
  1. Allows signers to speak in sign languages as in normal conversations
  2. Robust to environments (lighting and so on)
  3. Available in low bit-rate data channel
  4. Transmits emotional sign expressions without loss
  5. Avoids invasions of user's privacy
  6. Eases users to recognize signs
