: A Telecommunication System for Sign Language

Abstract
The Audibly disabled cannot always get the benefits of current telecommunication systems based on phonetic media. Therefore, we are trying to create a new telecommunication system for sign language integrating various kinds od human motion sensing and vitual reality techniques.
The basic design concept of our system : (ign-Language ephone) is.
- To obtain signs with Glove type sensor and magnetic source positioning sensor
- To deal with facial expressions
- To transmit signs as geomtric data without any translation to phonetic language
- To visualize signs in 3-D CG which is utilized in VR applications
So, S-TEL has following advantages.
- Allows signers to speak in sign languages as in normal conversations
- Robust to environments (lighting and so on)
- Available in low bit-rate data channel
- Transmits emotional sign expressions without loss
- Avoids invasions of user's privacy
- Eases users to recognize signs
